Regular Board Meeting

CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, David Olsen, Beth Schmidt, Nick Howard, Terry Gerber, and Terry Morris.  Nikki Tuffree arrived at 7:19 p.m.    Also present were Chief Jeremian Burdick, DPW Director Nick Todd, and Clerk Sherri Waege.

AGENDA VERIFICATION

                Clerk Waege verified that on November 21, 2025, copies of the Agenda were posted at the Library, Village Hall, and the Post Office.   Copies of the agenda were emailed to the President and Trustees on November 24, 2025.

MINUTE APPROVAL

                Motion by Gerber, seconded by Howard to approve the minutes of the Special Board Meeting of October 28, 2025 and Regular Board Meeting of November 10, 2025.  Motion carried.

CITIZENS WISHING TO BE HEARD

                None.

BUDGET PUBLIC HEARING

Open Public Hearing.   The Budget Public Hearing was opened at 7:04 p.m.   There were no citizens present for the Budget Public Hearing.

Approval of 2026 General Fund Budget.  Motion by Gerber, seconded by Morris to approve the General Fund Budget which is $1,833,878.00.   Motion carried.

2026 Tax Levy.  Motin by Gerber, seconded by Morris to set the 2026 Tax Levy at $988,072.00.  Motion carried.

                Close Public Hearing.  The Public Hearing was closed at 7:07 p.m.

UNFINISHED BUSINESS

                None.

NEW BUSINESS

                Public Works Committee Recommendation to purchase equipment.   Motion by Gerber, seconded by Howard to approve the Public Works Committee recommendation to purchase a new zero turn mower, cab for Kubota mower, and broom attachment at a total cost of $28,315.00 using money from the Public Works Equipment Account at the State.  Motion carried.

                Review Study from Innovative Public Advisors for possible Fire Department merger.   President Burtness provided a copy of the study that would outline the possible merger with the Footville Fire Department and Brodhead Fire Department.    No action was taken.

TREASURER REPORT

                Motion by Morris, seconded by Gerber to table to the December 22, 2025 meeting.  Motion carried.

VOUCHERS

                Motion by Morris, seconded by Gerber to approve the vouchers with a check range of 39033-39051.  Motion carried.

ADJOURN

                Motion by Gerber, seconded by Howard to adjourn at 7:38 p.m.   Motion carried.
