VILLAGE OF ORFORDVILLE

Regular Board Meeting

Monday, April 28, 2025  7:00 P.M.

CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, David Olsen, Beth Schmidt, Nick Howard, Nikki Tuffree, and Terry Gerber.  Also present were Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege.  Absent was Terry Morris.

AGENDA VERIFICATION

                Clerk Waege verified that on April 25, 2025, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                President Burtness stated the following:  “The April 14, 2025 minutes reflect that the Motion to Reconsider was done incorrectly. The minutes show the Motion to Reconsider was approved, but all that allows is for a new vote on the original motion, which did not happen.  As such, there was a procedural error and the property is still zoned R-2”  Motion By Tuffree, seconded by Schmidt to approve the April 14, 2025 Regular Board Meeting minutes with the above stated language to be included and the April 15, 2025 Special Board Meeting minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

                Beth Schmidt thanked everyone that attended the Business After 5 event last week.  Schmidt explained that the event was a big success and was a great event.  Schmidt further explained that Kerry Knutson and his staff had really good appetizers, which was well liked by everyone.

UNFINISHED BUSINESS

                None.

NEW BUSINESS

                Handicap Parking Stall.   Motion by Gerber, seconded by Howard, to accept the Public Works Committee request to have a handicap parking stall on N. Center Street near the ramp at the intersection of W. Beloit Street.  Motion carried.

                Amend Chapter 14 Residency Requirements for Committees and Boards.  President Burtness explained that this is follow up from the residency ordinance update at the last meeting.   Ordinance 14-6 Residency shall have the addition of  “Unless otherwise set forth in the Village’s Code of Ordinances” and then remove “except that one member of the Library Board may be from a local township.”  Ordinance 14-10 Economic Development Committee shall have the addition of “ who may reside outside of the local area” and Ordinance 14-10 L.1Community Engagement Committee shall have the change and addition of “ one of whom shall be a member of the Village Board” and also state “Citizen members do not need to reside within the Village.”  Motion by Gerber, seconded by Howard to approve the amendments as provided and stated above.  Motion carried.

TREASURER REPORT

                Motion by Gerber, seconded by Schmidt to approve the March Treasurer Report.  Motion carried.

VOUCHERS

                Motion by Gerber, seconded by Howard to approve the vouchers with a range of 38259-38294.  Motion carried.

 

 

VILLAGE PRESIDENT UPDATE

                President Burtness provided the following:

·         “ Several people have asked me about the small wood stakes alone Beloit St in some locations.  These are called Temporary Limited Easements - affected property owners were notified via mail - this is for the upcoming roadwork project next year by the state.”

·         The Business after 5  event was a great turnout.  Thank you to Knutes for hosting!

·         Welcome to the  new business on the corner of N Main and Spring St which will be
Snacks and Stuff Truck by Tennisha Loggins.  A soft start around May 10th with items such as Soft serve ice cream, Polish sausage and during the summer possibly ribs https://stateline.buzz/snacks-and-stuff-truck

·         Parkview Community Fund - Established in 2024 as a means for current and former residents within the Parkview School District to give back to their communities through charitable contributions.  They are already halfway to their funding goal!

·         Look for the Adopt a Pot signup coming soon to once again add beauty to our downtown as the flowerpots are planted again for this season
