CALL TO ORDER
President Dennis Burtness called the meeting to order at 7:00 p.m. Present were President Burtness, David Olsen, Beth Schmidt, Nick Howard, Nikki Tuffree, and Terry Morris. Also present were Librarian Sarah Strunz, Chief Jeremian Burdick, DPW Director Nick Todd, and Clerk Sherri Waege. Absent was Terry Gerber.
AGENDA VERIFICATION
Clerk Waege verified that on October 10, 2025, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Post Office. There were no additions made to the agenda.
MINUTE APPROVAL
President Burtness explained that he realized that the land division for Jeb McMahon has the incorrect address. President Burtness further explained that the application for the land division was submitted with the incorrect address of 506 E. Beloit Street and should have been 516 E. Beloit Street. Motion by Schmidt, seconded by Howard to approve the minutes of September 22, 2025, with the correction of the address on 516 E. Beloit Street. Motion carried.
CITIZENS WISHING TO BE HEARD
Schmidt explained that there are two events in the Village this week: 1. The Lions Club will host Treats on the Trail this Friday behind the Village Hall at 6:00 p.m. Schmidt explained that kids can wear their costumes, bring a flashlight, and trick or treat on the trail. 2. The Economic Development Committee will host Business After 5 at Taqueria Guzman tomorrow, October 14th beginning at 5:30 p.m.
Tuffree thanked everyone that participated in Fall Fest at the Fire Department on Saturday. The Fire Department was able to raise over $700.00. Brian Nunn was the winner of the chili contest, Sarah Strunz received second place.

NEW BUSINESS
Operator License. Motion by Olsen, seconded by Morris to approve the Police Committee recommendation to grant an Operator License to expire June 30, 2026 to Darcy Smith. Motion carried.
Golf Cart Ordinance. Chief Burdick provided a copy of the ordinance that was reviewed by Attorney Mike Davis. Chief Burdick further explained that the ordinance is similar to the UTV/ATV Ordinance. Motion by Morris, seconded by Howard to approve the draft ordinance that will allow the use of Golf Carts, that will be required to be registered with the Police Department, on Village Streets. Motion carried.
Nuisance Property Ordinance. Chief Burdick explained that the ordinance has been reviewed by Attorney Mike Davis. Chief Burdick further explained that this nuisance ordinance is to allow the Police Department to cite property owners for properties that generate three or more calls for nuisance activities for police or fire services during a 90 day period. Motion by Morris, seconded by Schmidt to approve the draft Nuisance Ordinance regarding nuisance calls for police and fire services. Motion carried.
Budget Amendment for Public Fire Protection. Clerk Waege requested that the item be tabled to the October 28, 2025 Special Budget Meeting. Motion by Tuffree, seconded by Morris, to table to the October 28, 2025 Special Budget Meeting. Motion carried.
DEPARTMENT HEAD REPORTS
Motion by Olsen, seconded by Schmidt to approve the Department Head Reports. Motion carried.
VOUCHERS
Motion by Tuffree, seconded by Olsen to approve the vouchers with a check range of 38889-38919. Motion carried.
ADJOURN
Motion by Morris, seconded by Howard to adjourn at 7:17 p.m. Motion carried.
