CALL TO ORDER
President Dennis Burtness called the meeting to order at 7:00 p.m. Present were President Burtness, David Olsen, Beth Schmidt, Nick Todd, Nikki Tuffree, Terry Gerber, and Terry Morris. Also present were Dominic Citta, Cody Christianson, Jeb McMahon, Attorney Mike Davis, Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege.
AGENDA VERIFICATION
Clerk Waege verified that on September 19, 2025, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Gerber, seconded by Howard to approve the September 8, 2025 Regular Board Meeting minutes. Motion carried.
CITIZENS WISHING TO BE HEARD

NEW BUSINESS
Land Division for 506 E. Beloit Street. Jeb McMahon was present to explain that he would like to separate 506 E. Beloit Street into two lots. Clerk Waege explained that the two lots will be in compliance with what is required by Village Ordinance. Motion by Morris, seconded by Howard to approve the Planning Commission recommendation for the land division for Jeb McMahon of MicMan Properties for 506 E. Beloit Street. Motion Carried.
Developer Agreement for Lots 3 & 4 of the Business Park. Cody Christianson was present to explain the building he would like to put on Lots 3 & 4, which require the two lots to be combined into one lot to build on. Christianson explained that he would like to build a warehouse with storage sheds attached, as allowed by covenants on those lots, for his landscaping business. Motion by Morris, seconded by Howard to approve the Developers Agreement for Lots 3 &4 with Cody Christianson for Green County Fence & Deck LLC, pending scrivener for lots 3 & 4. Motion carried. Attorney Davis explained that his copy that was emailed says lots 2&3. Clerk Waege explained that she made the correction after the emailed copy was sent.
Developer Agreement for Lot 2 of the Business Park. Dominic Citta was present to explain the building he would like to build on Lot 2 for his landscaping business. Motion by Morris, seconded by Gerber to approve the Developers Agreement for Lot 2 with Dominic Citta of Premier Outdoors LLC for his landscaping business. Motion carried.
2026 Joint Powers Agreement. Motion by Tuffree, seconded by Gerber to approve the 2026 Joint Powers Agreement with Rock County Communications for 911 service. Motion carried.
TREASURER REPORT
Motion by Morris, seconded by Gerber to approve the Treasurer Report for August. Motion carried. Attorney Davis wanted the board to be aware that other municipalities in the area have had fake checks hit their accounts, so suggested that we keep an eye on the account for that type of activity. Clerk Waege thanked Attorney Davis for the heads up.
VOUCHERS
Motion by Tuffree, seconded by Howard to approve the vouchers with a check range of 38830-38849. Motion carried.
VILLAGE PRESIDENTS UPDATE
Thank you to the Orfordville Fire Department for the honor and respect they provided to the family of former Fire Chief Ronald Nelson. They provided the honor guard standing at attention next to the casket during the visitation and were pall bearers. Thank you to Rock County 911 for the final radio tones and call honoring Chief Nelsons contributions to the Orfordville Fire Protection District. Thanks to Ed Cook for repairing the old Piersch fire engine to transport the casket to the grave site. Thank you to Orfordville PD for handling traffic control as there was significant traffic from the church to the cemetery. I know the family was grateful for all the support.
The fire station headquarters (house next to the station) recently received a face lift in the form of a new concrete patio at the front of the house, replacing the aged deck. Thanks to Eggleston construction for donating the labor, Orfordville Ace Hardware for donating the grass seed and fertilizer, and to Phil and Patty Wellnitz who donated the straw to help keep the soil wet until the lawn could take hold. Thanks also to Footville Rock and Lime for the great price on needed topsoil and base to regrade the front yard to correct the drainage concern.
Economic Development will host a Business After 5 event at Taqueria Guzman on Tuesday October 14th from 5:30-7:30. Business owners and other interested individuals are welcome to attend.
Clerk Waege explained that the Sassy Farm Chicks had their Quilts of Gratitude event last weekend. Clerk Waege explained that there were 83 quilts on display that were made by their customers that will be given to Foster Care and nursing homes in the local area.
