CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, David Olsen, Beth Schmidt, Nick Howard, Nikki Tuffree, and Tory Baars.  Also present were Melissa Lutz, Ryan Akkerman, Brett Arnold, Mike Lewis, Librarian Sarah Strunz, Chief Jeremiah Burdick, and Clerk Sherri Waege.  Absent was Terry Morris.

AGENDA VERIFICATION

                Clerk Waege verified that on June 5, 2026, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Tuffree, seconded by Howard to approve the May 26, 2026 minutes of the Regular Board Meeting.  Motion carried.

CITIZENS WISHING TO BE HEARD

                Beth Schmidt explained that it will be a busy weekend in Orfordville.  Schmidt explained that June Days is this weekend, Market Days is this Saturday, and a Ribbon Cutting for At Ease Wellness will be this Saturday at 9:00 a.m.  Schmidt added that volunteers are always needed to help at June Days so consider volunteering.

NEW BUSINESS

                Conditional Use Permit for 109 S. Wright Street.  Clerk Waege explained that Vinny Nafzger was in on Friday afternoon and is now in compliance.  No discussion held, no action taken.

                Compliance Maintenance Annual Resolution R-2026-03.  Mike Lewis from Effluent Solutions was present to explain the annual CMAR Resolution for the wastewater treatment plant that will be submitted to the DNR upon approval.  Lewis explained that the lowest grade in the Resolution was due to the rates not being reviewed in the last five years.   Lewis explained that many of his clients do a 1-2% increase annually to keep up with rising costs.  Motion by Tuffree, seconded by Baars to adopt Resolution R-2023-03 the annual CMAR Report.  Motion carried.

                Reimbursement request for locating the sewer lateral at 405 Comfortcove Street.  Melissa Lutz was present and explained that they are building a home at 405 Comfortcove Street and are having trouble locating the sewer lateral.   Lutz explained that the Public Works Employees have assisted with trying to locate the lateral and provided maps to show the location of the lateral.   Lutz further explained that she has had two plumbers there to find the lateral and they were unable to, as the lateral is not in the area that is shown on the map.   Lutz explained that they were advised to have the main televised from the manhole to find the lateral, which would cost $2,000.00 to $3,000.00 to do.   Clerk Waege explained that that area of Countryview Estates was the last phase of the subdivision and was not finished by the Developer due to the drop in housing sales.  Clerk Waege further explained that the Village was never provided a copy of the As-Built plans prior to the Developer leaving the area.    Mike Lewis explained that this is a common problem for builders.  Lewis explained that the Village is responsible for the sewer main and the property owner is responsible for the lateral.   Lewis further explained that the Village has an ordinance that explains that the property owner is responsible for the lateral expenses.   Lewis further explained that Lutz needs a company that specializes in televising as plumbers use a push camera that is not articulate enough to locate the lateral.   Lewis also suggested that ground penetrating radar may also work.   Burtness explained that his opinion is to follow the ordinance which puts responsibility on the property owner.  Motion by Tuffree, seconded by Schmidt to deny the reimbursement request from Melissa Lutz to reimburse for expenses related to locating the sewer lateral at 405 Comfortcove Street as the ordinance defines that it is the property owner’s responsibility.  Motion carried.

                Scada Upgrades at the WWTP.   President Burtness explained that after speaking with the Attorney, the Village does not have to public bid the project as it is considered maintenance.  President Burtness will get an updated quote prior to it being approved.  Motion by Olsen, seconded by Tuffree to table to the June 22, 2026 meeting.  Motion carried. 

                Playground repairs at Purdy Park.    Brett Arnold and Ryan Akkerman were present to explain that the bridge on the playground equipment is in need of repair.   Arnold explained that there are four planks that are in need of replacement in the very near future and two more that will need replacing in a couple of years.  Discussion held on replacing  the planks in comparison to the cost of purchasing a new playground unit.   Sarah Strunz suggested that the Village consider using the new equipment that they purchased for Stavn Park.   President Burtness explained that park replacement funds need to be set aside to do necessary upgrades at the parks.    Motion by Tuffree, seconded by Schmidt to repair the four planks on the bridge on the playground equipment at Purdy Park at a cost of $3,336.05.  Motion carried.  Arnold will look at the specs for the equipment for Stavn Park to see if it would work at Purdy Park.

                Highway 213 Project.   President Burtness updated the Board on the status of the Highway 213 paving project for this summer.   Arnold explained that the cost to replace some of the curb and gutter along the route is $100,000.00.   Burtness explained that the cost to replace the parking lanes is $70,139.00, with additional cost of $4,789.00 for utilities.  Burtness added that two homes may have lateral replaced with the project.  The Village may have to pay to have them replaced as they may have been damaged during the last pavement project.    Arnold asked about the two storm water inlets by the railroad crossing that need to be replaced at the cost of the Village.  Arnold explained that he believes E&N Hughes has a price to do the repairs; however, he does not have that information.    No action was taken.

                Borrowing Package.  Discussion held on what will all be included with the upcoming borrowing package.  The following items will be included:  $250,000.00 for Next Generation Construction for Rime Ridge, $100,00.00 for Highway 213 curb and gutter, $70,139.00 for parking lane paving on Highway 213, $4,789.00 for utility work on Highway 213, and $75,000.00 for paving the portion of Rime Street that is in disrepair.  President Burtness explained that the Village needs to do storm water repairs at the intersection of Clark Street and Highway 213 at an approximate cost of $20,000.00  Additionally, he is getting a price to do repairs to the drainage ditch and curb area in the area of 218 E. Rime Street.   No action was taken.

                Motion by Tuffree, seconded by Howard to approve the Department Head Reports.  Motion carried.

VOUCHERS

                Motion by Tuffree, seconded by Baars to approve the vouchers with a check range of 40196-40249.  Motion carried.
