CALL TO ORDER
President Dennis Burtness called the meeting to order at 7:00 p.m. Present were President Burtness, David Olsen, Beth Schmidt, Nick Howard, Nikki Tuffree, Terry Morris, and Tory Baars. Also present were Attorney Tim Lindau, Chief Jeremiah Burdick, Don Bomkamp, Zach Knutson, Brooklyn Weeks, and Clerk Sherri Waege.
AGENDA VERIFICATION
Clerk Waege verified that on May 20, 2026, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Post Office. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Tuffree, seconded by Howard to approve the May 11, 2026 minutes. Motion carried.
CITIZENS WISHING TO BE HEARD
None.
UNFINISHED BUSINESS
Amend Ordinance 17-12 and 17-13, bidding requirements. No discussion held, no action taken.
NEW BUSINESS
Planning Commission Recommendation for Conditional Use Permit for Bricks and Stones. Brooklyn Weeks was present to request outside consumption for Bricks and Stones at 214 Viking Drive. Weeks explained that she would like to have outside consumption for bags and volleyball leagues. Weeks also asked if customers would be able to go outside to play bags or volleyball outside of the scheduled leagues. Weeks further requested to be able to host private functions outside without having to obtain prior approval. Discussion held on approval for outside consumption for individual events. Attorney Lindau suggested that the liquor license be amended to allow outside consumption based on a site plan from Weeks. Motion by Morris, seconded by Tuffree to approve the Planning Commission recommendation to amend the Conditional Use Permit to allow outside consumption from May 1, to October 31 each year for outdoor leagues during open hours while the business is in operation, and to amend the existing Liquor License to allow consumption on the property, pending a site plan to be submitted, during the remainder of the Liquor License which expires June 30, 2026. Motion carried.
Planning Commission Recommendation for Developer Agreement for Lot 10 of the Business Park. Don Bomkamp was present to explain that he would like to build an addition to his business at 727 Genesis Drive which is on Lot 9. Bomkamp provided a drawing of his 35 foot by 64 foot addition. Bomkamp explained that he would not need the required additional parking which is required by ordinance as he is not open for retail business. Motion by Morris, seconded by Schmidt to approve the Developer Agreement for the purchase of Lot 10 of the Business Park with Don Bomkamp of Bombers Rustproofing and Spray on Bedliners Corporation with the amendment of requiring 15 parking spaces. Motion carried.
Operator Licenses. Motion by Morris, seconded by Tuffree to grant Operator Licenses to Tory Baars and Darla Grenawalt to expire June 30, 2027. Motion carried.
Temporary Beer and Wine License. Motion by Morris, seconded by Baars to approve a Temporary Beer and Wine License for the Orfordville Lions Club for the annual June Days Celebration June 12,13, and 14, 2026 at Purdy Park. Motion carried.
Developers Agreement for Rime Ridge. President Burtness explained that he spoke with Attorney Nick Bubolz regarding the drainage ditch on Old Highway 11. President Burtness explained that the drainage ditch has not been maintained by the Village which is contributing to the problem. President Burtness explained that the Village will be addressing the maintenance of the ditch. President Burtness thanked Zach Knutson for the additional work that they have done on the drainage ditch on Old Highway 11. Discussion held on the sidewalk between Lots 16 and 17. Knutson explained that he agreed to allow an easement for the sidewalk but never intended to put the sidewalk in. Olsen explained that he thought both parties were assuming the other party was doing it. Attorney Lindau explained that there is nothing in the minutes that indicates which party was installing the sidewalk. Olsen asked if Knutson would be willing to split the cost, Knutson agreed to paying for half. Motion by Tuffree, seconded by Baars to approve the amended provision of the Rime Ridge Developers Agreement and to include the following regarding the sidewalk installation: “Prior to the issuance of the last home to be constructed on Lots 16 and 17, Developer shall construct a concrete or asphalt sidewalk in the existing platted public right-of-way. Within thirty (30) days of the issuance of the second occupancy permit, Developer shall send an invoice to the Village, c/o the Village Clerk, for one-half (1/2) of the reasonable costs for said sidewalk construction. The Village shall pay said invoice within thirty (30) days of receipt thereof.” Motion carried.
Discussion Maintenance of Ditch on Old Highway 11. Discussion was held with the Developers Agreement Discussion above. No action was taken.
Amendment Resolution R-2026-02 Committees and Appointments. Motion by Schmidt, seconded by Tuffree to appoint Jen Paepke as the Parkview Representative to the Orfordville Library Board. Motion carried.
Freezer from the Brat Stand. The freezer did not sell. The village will keep it for the Police Department. No action was taken.
Amend Resolution R-2026-01 Wages. Motion by Tuffree, seconded by Morris to amend Resolution R-2026-01 to add $5.00 an hour to the hourly wage of Ryan Akkerman and Brett Arnold due to taking on additional responsibilities. Motion carried.
TREASURER REPORT
Motion by Morris, seconded by Howard to approve the Treasurer Report for April, 2026. Motion carried.
VOUCHERS
Motion by Morris, seconded by Baars to approve the vouchers with a check range of 40182-40193. Motion carried.
VILLAGE PRESIDENTS UPDATE REGARDING UPCOMING EVENTS AND APPRECIATIONS
President Burtness stated the following:
“Purdy Park bathrooms will be closed indefinitely due to ongoing daily vandalism. We are sorry for the inconvenience, but the cost to our residents in replacing supplies, fixtures and the unnecessary time wasted on repairs and cleanup by village staff has gotten out of hand. If a solution can be found, the decision will be reviewed. If you have a scheduled event, contact Village Hall and we will open them for you. Summer is here. Be safe and enjoy your family and friends as you gather for summer activities, vacation time and travels.”
Schmidt added that the June Days Committee is looking for additional volunteers. Schmidt also added that the Village has a ribbon cutting at At Ease Wellness at 206 E. Beloit Street on Saturday, June 12th. Schmidt reminded the residents that we also have three new additional businesses: Wicked Awakening Coffee, Pokies Ice Cream Parlor, and Body Balance by Sara.
