CALL TO ORDER
President Dennis Burtness called the meeting to order at 7:00 p.m. Present were President Burtness, David Olsen, Beth Schmidt, Nick Howard, Nikki Tuffree and Terry Morris. Also present were Tommaso Gobbi with his family Nico and Paula Gobbi, Don & Misty Bomkamp, Zondra Morris, Chief Jeremiah Burdick, Librarian Sarah Strunz, DPW Director Nick Todd, and Clerk Sherri Waege. Absent was Terry Gerber.
AGENDA VERIFICATION
Clerk Waege verified that on June 6, 2025, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Post Office. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Tuffree, seconded by Howard to approve the May 27, 2025 Regular Board Meeting Minutes. Motion carried.
CITIZENS WISHING TO BE HEARD
President Burtness presented Tommaso Gobbi with a Resolution to recognize Gobbi’s first place finish, and state record setting event, at the WIAA State Track & Field tournament on June 7, 2025. President Burtness read the following: “We would like to recognize the triple jump champion and new state record of Tommaso Gobbi. Since this was not an agenda item, I am bringing it up as a citizen to honor Tommaso as he will be returning to Italy on Wednesday and we didn’t have time to post it. We will have it on the agenda later this month to make it an official resolution of the Village of Orfordville. The Resolution will state:
WHEREAS, Tommaso Gobbi came to the United States from Albiate, Italy as a Foreign Exchange Student;
AND WHEREAS, as a Foreign Exchange Student, Tommaso Gobbi resided with Terry & Zondra Morris in Orfordville Wisconsin and enrolled as a student in the Parkview School District for the 2024-2025 school year;
AND WHEREAS, as a Parkview Student, Tommaso Gobbi was involved in Basketball, Football, and Track & Field;
AND WHEREAS, Tommaso Gobbi is the first Foreign Exchange Student at Parkview to score three touchdowns in a season;
AND WHEREAS, Tommaso Gobbi further excelled in Track & Field as a Parkview Student, specifically the Triple Jump Event;
AND WHEREAS, Tommaso Gobbi won first place in the Triple Jump Event at multiple conference meets;
AND WHEREAS, Tommaso Gobbi won the conference title in the Triple Jump Event for the Parkview School District and now holds the record in the Triple Jump Event for Parkview School District;
AND WHEREAS, Tommaso Gobbi participated in the Regional and Sectional Track Meets winning first place in the Triple Jump Event at both Meets which qualified him for the WIAA State Track Championship;
AND WHEREAS, on June 7, 2025 Tommaso Gobbi attended the WIAA State Track Meet at the Veterans Memorial Field Sports Complex in LaCrosse, Wisconsin;
AND WHEREAS, Tommaso Gobbi won first place in the Division Three Triple Jump Event and became a State Champion;
AND WHEREAS, Tommaso Gobbi, as a representative of the Parkview School District, set and is now able to claim the State Record in the Triple Jump Event with a jump of forty seven feet, eight and a half inches;
NOW THEREFORE BE IT RESOLVED THAT, the Village Board of the Village of Orfordville would like to recognize Tommaso Gobbi for his outstanding achievement at the WIAA Wisconsin State Track & Field Meet on June 7, 2025 and to recognize Tommaso Gobbi as an exceptional representative for the Parkview School District and the Village of Orfordville;
BE IT FURTHER RESOLVED THAT the Village Board wishes Tommaso Gobbi continued success in his future education and Track & Field endeavors upon his return to Italy. “
President Burtness also advised those present that the bathrooms at Purdy Park will be closed and stated the following: “Due to a lack of parental oversight of children causing ongoing vandalism to the Purdy Park bathrooms, effective immediately they will be only open during weekdays from 7:00 am to 4:00 pm. If you have a scheduled event, such as the pavilion rental, a key will be available from Village Hall for this event and will need to be returned before you will get your deposit back. We apologize for the inconvenience, but we cannot continue to make repairs and perform cleanup of the messes that are being made. More information may be sent from Public Works and a notice of the closure will be on the Village Website and posted on the bathrooms at Purdy Park.”
President Burtness also stated the following: “Thanks to Sherri and Beth who planted the flowers that were paid for by the Adopt a Pot campaign! The downtown area looks great, and this is certainly something we never want to take for granted. There is a lot of hard work put into this each year and it makes a difference for us as residents. Think of how people who travel through our community feel when they see the effort we put into our community.”

NEW BUSINESS
Amend Resolution R-2025.05 Committees and Appointments. Motion by Morris, seconded by Tuffree to amend Resolution R-2025-5 by adding Jackie Gerber and Jenifer Howard as alternate members of the Board of Appeals. Motion carried.
Insurance Claim WM000531650015 for vehicle damage for Farm City Elevator. Greg Baxter from Farm City Elevator was present to discuss the Claim for damage from a wind event. Baxter explained that the Village’s leaf box blew into one of his trucks causing $7,300.00 in damage. Clerk Waege explained that the Village’s insurance company denied the claim as they did not feel the village was negligent. Clerk Waege further explained that the insurance came to that conclusion because a leaf box is not something that would normally be anchored down so it wasn’t something that would normally be preventable. Olsen suggested that the insurance company for Farm City Elevator contact our insurance company to see what can be worked out between them. Baxter explained that his insurance agent has tried to reach the village’s agent and has not heard back. Clerk Waege will email the Village’s insurance agent in the morning and provide him with the contact information for Farm City’s insurance information. No action was taken.
SELLING IMPALA SQUADS
Chief Burdick explained that he no longer needs the two Impala squad cars. Chief Burdick advised that one is a 2016 with 41,000 miles and the other is a 2012 with 95,000 miles on it. Village ordinance requires approval from the Village Board to dispose of or sell surplus property. Motion by Morris, seconded by Howard to authorize Chief Burdick to contact Wisconsin Public Auction to sell both Impala Squad Cars. Motion carried.
Chief Burdick explained that the Department has a four wheeler that has never worked properly and is not ever used. Clerk Waege will put that item on the June 23, 2025 agenda.
DEPARTMENT HEAD REPORTS
Motion by Morris, seconded by Schmidt to approve the Department Head Reports. Motion carried.
VOUCHERS
Motion by Morris, seconded by Tuffree to approve the vouchers with a check range of 38448-38499. Motion carried.
