ILLAGE OF ORFORDVILLE

Regular Board Meeting

Monday, August 24, 2026  7:00 P.M.

CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, David Olsen, Nick Howard, Nikki Tuffree, Terry Morris, and Tory Baars.  Also present were Cody Christianson, Terry Grinnell, Dan Loomis, Attorney Bryce Becker, Chief Jeremiah Burdick, and Clerk Sherri Waege.  Absent was Beth Schmidt.

AGENDA VERIFICATION

                Clerk Waege verified that on August 23, 2026, the Revised Agenda was emailed to the President and Trustees; and posted at the Village Hall, Post Office, and the Village Website.  There were no additions made to the Revised Agenda.

MINUTE APPROVAL

                Motion by Morris, seconded by Howard to approve the August 10, 2026 minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

                None.

                None.

NEW BUSINESS

                Public Works Committee Recommendation to sell Public Works Equipment.  No discussion held on mowers.   Motion by Morris, seconded by Tuffree to advertise accepting bids for the 2024 Chevy Truck, with a minimum bid to be determined by President Burtness and Public Works Department.  Motion carried.

                Planning Commission Recommendation to sell Lot 1 of the Business Park.   Cody Christianson and Terry Grinnell were present to request to build storage sheds on Lot 1.  Christianson explained that Lot 1 is a unique lot as it is long and narrow with a vision triangle that limits what type of building can be built on the lot.   President Burtness explained that the Architectural Control Committee has approved the request based on their Option to exceed the Covenants with a third fourths vote, which was approved.   Motion by Tuffree, seconded by Baars to approve the Developers Agreement for Lot 1 of the Business Park for storage Sheds for Cody Christianson of Green County Fence and Deck.  Roll Call Vote- Olsen-NO, Howard, Tuffree, Morris, Baars, and President Burtness-YES.  Motion carried.

                Request for Temporary Food Truck Location.  Dan Loomis explained that he has rented 105 N. Main Street effective September 1, 2026.  Loomis explained that he would like to operate his Food Truck out front while he is getting ready to open the restaurant.   Loomis explained that there is no generator.  Motion by Morris, seconded by Tuffree to allow Dan Loomis, owner of Dipsticks Food Truck, to operate at the front of 105 N. Main Street for 90 days.  Motion carried.

                Amend               Ordinance 90-13B regarding Agenda formats.   Clerk Waege explained that she attended training back in August where discussion was held regarding Citizen Comments at Board Meetings.  Clerk Waege explained that it was recommended that municipalities have an ordinance on what their rules are regarding citizens speaking at meetings.   Discussion held on time limits, sign in sheet, compliance with the Open Meeting Law, and how much time per meeting is set aside for citizen comments.   Motion by Morris, seconded by Baars to table to the September 14, 2026 meeting to allow Attorney Becker time to draft the ordinance.  Motion carried.

                Ordinance for Guidelines for Computer Access when Employees Terminate Employment with the Village.   Discussion held on amending the Personnel Policy instead of creating an ordinance.   Tuffree will look into a policy to add to the Village’s Personnel Policy.  No action was taken.

TREASURER REPORT

                Motion by Morris, seconded by Schmidt to approve the July Treasurer Report.  Motion carried.

VOUCHERS

                Motion by Morris, seconded by Howard to approve the vouchers with a check range of 40441-40487.  Motion carried.

VILLAGE PRESIDENTS UPDATE ON UPCOMING EVENTS AND APPRECIATION

                President Burtness updated on the following:

                September 12th, Brodhead Footville and Orfordville village wide rummage sale day.  The event is not being coordinated amongst the 3, but each are participating.  This is also a Market Day and it will be held in the Village Hall parking lot.  Please note the change in location.  Some of the positions at the Market will be available for rummage sales.

The airing of the quilts is on September 19th

School starts on September 1st.  Road construction will continue for some time, please allow extra time for travel to and from school.  Your patience is appreciated.  Please instruct your children to be extra careful as well.  Alternate sidewalk paths will be available where required as some sections will be under construction.

Beginning in September, we will be doing curb side brush pickup only on the 1st Monday of each month.  An exception will be made for storm damage.  The decision was due to the lack of manpower and amount of work.
