REVISED MINUTES

 

CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, David Olsen, Nick Howard, Nikki Tuffree, Terry Morris, and Tory Baars.  Also present were Nick Bubolz, Chief Jeremiah Burdick, and Clerk Sherri Waege.  Absent was Beth Schmidt.

AGENDA VERIFICATION

                Clerk Waege verified that on August 5, 2026, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Morris, seconded by Tuffree to approve the Regular Board Meeting Minutes of July 27, 2026.  Motion carried.

CITIZENS WISHING TO BE HEARD

                None.

TREE ABATEMENT PUBLIC HEARING FOR 117 E. HAMBLETT STREET

                There were no citizens or property owners present.  Clerk Waege explained that she received a complaint from an adjoining landowner regarding a tree at 117 E. Hamblett Street as the tree was causing damage to their shed.   Clerk Waege further explained that the adjoining property owner recently let the Village know that they will now pay for the tree trimming themselves.  Motion by Tuffree, seconded by Morris to declare the tree a nuisance due to damage to the adjoining property, and to proceed with abatement in the event that the complainant at the adjoining property does not do the trimming on their own.  Motion carried.

UNFINISHED BUSINESS

                None.

NEW BUSINESS

                Operator License Recommendation.  Motion by Morris, seconded by Baars to approve the Police Committee Recommendation to grant an Operator License to Marina Powell to expire June 30, 2027.  Motion carried.

                Pay Request #1 for National Power Rodding for the Sewer Utility.   Engineer Nick Bubolz was present to explain the pay request. Bubolz explained that the project is for lining sewer pipes to address infiltration to reduce flow at the Wastewater Treatment Plant.  Motion by Morris, seconded by Baars to approve Pay Request #1 for $41,512.15 for National Power Rodding.  Motion carried. 

                Curb and Gutter Replacement for E. Rime Street.   Clerk Waege explained that the $10,000.00 estimate has been received.  No action was taken.

                Village Sign at Highway 11 & 213.   President Burtness explained that the sign is in rough shape and in need of repair.  President Burtness further explained that he feels it should be taken down due to its age and the cost of the repairs.   Discussion held on the cost of repairs needed for the sign.  Motion by Baars, seconded by Tuffree to table to the September 26, 2026 meeting and to have  Clerk Waege send an email to the business owners’ group to let them know it will be discussed at the September 26, 2026 meeting.  Motion carried.

                Policy for use of Artificial Intelligence.  President Burtness explained that he felt the Village should have a policy for use of Artificial Intelligence.   President Burtness further explained that he will be attending a webinar on Artificial Intelligence and is working on a policy.  No action was taken.

DEPARTMENT HEAD REPORTS

                Motion by Morris, seconded by Baars to approve the Department Head Reports.  Motion carried.

VOUCHERS

                Motion by Olsen, seconded by Howard to approve the vouchers with a check range of 40411-40431. Motion carried.

ADJOURN

                Motion by Howard, seconded by Olsen to adjourn at 7 42 p.m.  Motion carried.
